Project Description: LAN Services
The General Services Administration's Federal Supply Service (FSS) supports approximately 4,700 Personal Computers connected to more than 20 Active Directory Domain Controllers. The LAN/WAN is centrally managed at the FSS Central Office in Crystal City, VA with 10 regions consisting of roughly 20 sites nationwide including Alaska and Hawaii. A standard suite of Office Automation Software is available to the FSS Federal Associates that use the Local Area Network (LAN)/Wide Area Network (WAN) for business critical applications, such as the FSS Operations and Management System (FSS19), the Fleet Management System, and the Customer Supply Center System. The associates depend on the LAN to be reliable and operational with minimal down time. DBC provides various forms of support including tier I, II, and III support, qualifying hardware, building and hardening infrastructure and member servers, and loading special applications. In addition, much of the support consists of monitoring 24/7 and keeping all file servers, gateways, and peripheral hardware and software in full-functioning order.

Project Description: Help Desk Services
The General Services Administration's (GSA) Federal Supply Service (FSS) has approximately 4,700 Personal Computers connected to approximately 20 file servers nationwide, including Alaska and Hawaii. DBC provides Help Desk services ranging from answering "how to" questions to fixing broken hardware, loading special applications, and making sure all PCs remain in full functioning order. Our personnel also perform Active Directory (AD) network administration and assist with Lotus Notes desktop configuration. A key support initiative undertaken by DBC at FSS is the diagnosis of Network problems and the efficient routing of those problems to the appropriate support entity. Specifically, the DBC FSS Help Desk Maintenance Task supports Microsoft Windows and Microsoft NT, Microsoft 2000, Microsoft XP workstations, Lotus Notes email desktop system, Microsoft Office Productivity Suite, and Microsoft Internet Explorer. TCP/IP connectivity is a key component for internet access, Lotus Notes, and numerous in-house applications. DBC FSS Help Desk technicians provide key troubleshooting insight into TCP/IP connectivity problems. Within the last two years, FSS Help Desk productivity increased exponentially by making two key upgrades to the tool set including the implementation of Funk Proxy Remote Control. DBC has supported the reduction in response time on a typical call from what was hours to just minutes. The difference is achieved by our technicians' ability to resolve problems remotely with Funk Proxy from their own desktop, verses traveling to the user's desktop. With the ADC phone system, DBC's technicians are able to manage call volume and measure performance criteria such as abandoned calls, average abandon time, total number of calls and percent of answered calls.

This contract is an e-Commerce, web application development, and support program. Under this contract DBC is regularly developing and implementing business-critical client-server applications for GSA/FSS. Client services are provided in a diverse set of distributed hardware and software infrastructure DBC provides the Government with Client Services necessary for the design, development, operation, maintenance and/or COTS evaluation, recommendation, and installation of Office Automation applications. Systems implementation and support include: Marketing Information System; Quality Control Management Information System; FSS Electronic Data Interchange System; GSA Advantage!; Automated ROD Resolution Systems-II (ARRS-II); Centralized mailing List System (CMLS); FSS Chicago Data Base System; Customer Supply Center System; Fleet Management System; FSS Operations and Management System; Requisition, Ordering, and Document System (ROADS); Sales Automation System (SASy); Tools Item Purchase Description Maintenance System (TIMS); Touch Tone Ordering System (TTOS); Transportation Audit Support System (TASS); ADP Contract Information System (CIS); Acquisition Management Program (AMP). These and other systems provide client services via networked and non-networked personal computer systems, laptop computers, and peripherals. The Client/Services system processes on a Sun SparcCenter. DBC provides 24 x 7, 365-days per year support for new and existing applications. DBC also provides support for disaster recovery, hardware/software configuration, and identification/resolution of connectivity problems.

DBC provided Tier II (escalation) help desk support for resolving user problems and issues associated with GSA/FSS Lotus Notes access; usage of Lotus Notes, SameTime, and QuickPlace; mail archive and retrieval; and desktop/laptop configurations. Coordinated with appropriate resources to ensure problem resolution and user satisfaction. Makes recommendations, if needed, for approval of major Notes/Messaging systems installations. Contributes to and supports enhancement and technology refresh projects. Specialized experience includes: administration and troubleshooting of Lotus Notes or other messaging systems. Supported Application Server management; Directory Service management; Installation of Windows 2000, Microsoft SQL, IIS, RAS, and associated patches (security, bug fix, etc). In-depth knowledge of MS SQL, Windows 2000, Active Directory, and IIS, Dell server hardware. Other important technologies include enterprise network storage solutions (such as Network Appliance NAS) and enterprise backup solutions (such as Syncsort). Our personnel engineered server LAN\WAN solutions. This also carries responsibility for overall support of approximately 25 server systems at a high-profile GSA warehouse distribution facility. These servers not only provide the site's connection to the GSA's Enterprise Active Directory environment, but also host the Warehouse Automation systems. We also participate in hardware/software evaluations; make recommendations on server infrastructure design; make hardware and software purchase recommendations; and collaborate on detailed project plans.

This contract is an e-Commerce, web applications development and support program. Under this contract DBC is regularly developing and implementing business-critical client-server applications for GSA/FSS. DBC developed GSA Advantage from its infancy, migrating the Advantage enterprise from Mainframe, through the Client/Server architectures until it rested in its massive web based home, GSAAdvantage.gov. DBC's web and database development expertise was utilized by GSA/FSS to build out the FSS intranet site and provide GSA Associate and Contractor support applications for day-to-day operations of the agency. DBC web developers built the entire framework, upon which, GSA builds its internal applications. From simple time keeping applications to audited purchase order web applications, DBC provided complete lifecycle development and management, meeting all Information Technology Architectural Planning Committee (ITPAC) requirements, including but not limited to; 508 compliance. DBC developed engineer rollout management, overtime management, events management, group calendaring, JTR travel management, software inventory, distance learning, collaborative multi-media, scheduling and financial web applications, as required by the government. DBC has been GSA's Federal Supply Service web development force for over 7 years.

The objective of the security reviews Certification & Accreditation is to review the security controls in each software application to ensure they meet requirements of the Government Information Security Reform Act (GISRA) FISMA. Security plans have been prepared for each application which cover the following areas:
- Application Rules. Establish a set of rules concerning use of and behavior within the application.
- Specialized Training
- Personnel Security. Incorporate controls such as separation of duties least privilege, and individual accountability into the application as appropriate.
- Contingency Planning
- Technical Controls. Ensure that appropriate security controls are specified, designed into, tested, and accepted into the application in accordance with Federal Reserve System information security handling requirements.

A methodology has been constructed to perform the reviews in accordance with NIST guidelines.
